Con mucha frecuencia los sistemas de certificación forestal son planteados en las reuniones de la CITES, como una garantía de una correcta implementación de esta Convención y, de sus dictámenes de extracción no perjudicial. Detrás de estas afirmaciones, existe un gran desconocimiento sobre la naturaleza, objetivos y alcance de ambas herramientas y esta realidad culmina con expectativas frustradas. Los expertos en temas de certificación forestal no suelen tener experiencia en CITES y viceversa. Durante este trabajo de tesis se ha realizado una profunda revisión bibliográfica cuyo análisis ha sido apoyado por la realización de entrevistas a expertos, con el fin de contrastar los dos métodos de planes de manejo: 1- las guías propuestas para realizar los dictámenes de extracción no perjudicial para especies de árboles incluídas en la CITES; y 2- los estándares para la certificación sobre manejo del bosque. Los resultados de esta investigación demuestran que tanto la CITES como los sistemas de certificación forestal, no pueden considerarse equivalentes ni sustitutos mutuamente. Ambos tienen algunos elementos operativos que podrían compartir e implementar para así reforzar su impacto positivo en el uso sustentable de los bosques. Sin embargo, se puede concluir que la implementación de la certificación con estándares sobre manejo del bosque, no garantiza una correcta implementación de la CITES. Los dictámenes de extracción no perjudicial son de naturaleza genérica y muchos de los expertos entrevistados acuerdan que esto resulta en una implementación laxista y cuya efectividad es difícil de medir. Es por esto que la presente tesis culmina con una propuesta de estándar para la realización de dictámenes de extracción no perjudiciales, basado en las siete áreas temáticas que han sido acordadas internacionalmente por las organizaciones que trabajan y promueven un manejo sustentable de los bosques.es
dc.description.abstractVery often forest certification systems are raised at CITES meetings, as a guarantee of correct implementation of this Convention and of its non-detriment findings. Behind these statements, there is great ignorance about the nature, objectives and scope of both tools and this reality culminates with frustrated expectations. The experts on forest certification matters do not usually have experience on CITES and vice versa. During this thesis research work, a thorough literature review and analysis has been supported by conducting interviews with experts, in order to contrast the two management plan methods: 1 - the guidelines proposed for the formulation of non-detriment findings for CITES listed tree species; and 2 - the standards for certification of forest management. The results of this research show that both CITES and, the forest certification systems can not be considered equivalent nor substitute each other. Both have some operational elements that could be shared and implemented in order to strengthen their positive impact on the sustainable use of forests. However, it can be concluded that the implementation of certification standards for forest management, does not guarantee a correct implementation of CITES. The non-detriment findings are generic in nature and many of the experts interviewed agree that this results in a lax implementation which effectiveness is difficult to measure. This is why this esis culminates with a proposed standard for the formulation of non-detriment findings, based on the seven thematic areas that have been agreed internationally by organizations that are working and, that promote, sustainable forest management,en
