Construcción de Sistema Participativo de Garantía con procesos regionales en el occidente de México

Abstract

Trabajo Fin de Máster Oficial en Agroecología: un enfoque para el desarrollo rural sostenible (2022/23). Directores: Dra. Dª. Mamen Cuéllar Padilla, Dr. D. Jaime Morales Hernández. Este trabajo pretende recuperar el conocimiento obtenido de la trayectoria de un sistema participativo de garantía para el acompañamiento en la transición agroecológica con ámbito regional en el occidente de México, para establecer las bases que permitan replicarlo en distintas localidades, dentro del área de influencia de dicho SPG, pero que también sea una herramienta, para quienes ven en la oportunidad de trabajar en redes y no enlazados a un mercado fijo establecido, una mejor alternativa; desde la integración de la investigación de acción participativa (en muy pequeña escala, por la premura) se sientan las bases para construir una visión piloto regional (subcomité y agrupación asociada), que tome en cuenta las necesidades de las propias comunidades o de los puntos de venta asociados. El trabajo se hizo mediante un análisis del colectivo desde antes de su nacimiento y hasta el presente a partir de entrevistas y documentación interna, por medio de la construcción de la historia de vida del SPG del Jilote y sistematizar sus procesos y trabajos, así con este proyecto se busca construir y adecuar la documentación necesaria para obtener el aval nacional como Sistema de Certificación Orgánica Participativa ante la institución de gobierno encargada. Así aquí se presentan distintas propuestas de mejora y adecuación que se pueden trabajar participativamente en el colectivo, respecto a temas como financiamiento, estructura operativa colectiva, flujogramas, resolución de conflictos y problemáticas, y estrategias para el funcionamiento integral de un colectivo ampliado.

This work tries to retrieve the obtain knowledge from a participatory guarantee system (PGS) to support the agroecological transition in a local environment in México’s western states, so that it can be possible to instigate the bases to replicate it in different locations in the influence area of the PGS; but it can also be a tool for those PGS who see the opportunity to work building networks instead of working exclusively tied to a local physical market; coming from de participatory action research (to a very small scale), it proposes how to create the bases to build a perspective on a regional PGS pilot plan (subcommittees and associated groups), that can considerate the specific needs of the communities or the associated alternative outlets. This investigation has a collective analysis from before de creation of the PGS to recent times, that was made through interviews and the complete analysis of the internal documents of the organization that led to the construction of the life story of El Jilote PGS and the systematization of its experiences and jobs done, so it’s through this project that we pursue to build and adapt the documents necessary to obtain the national recognition before the government as a Participatory organic certification system. It´s submitted in this document, improvement proposals and adjustments to funding, collective operative structure, flow charts, problem and conflict resolution, and comprehensive operation strategies of a larger group so that they can be worked collectively in the PGS committee.
