La reparación psicosocial como estrategia de reparación integral a las víctimas en el acuerdo de paz entre el gobierno colombiano y las FARC

Abstract

El propósito de este trabajo es analizar la importancia de las estrategias, así como la implementación del Acuerdo final de Paz entre el Gobierno Colombiano y las FARC del año 2016. Específicamente, se analiza el punto 5, que fue llamado “Acuerdo sobre las víctimas del conflicto” con el fin de satisfacer las necesidades de reparación integral a las víctimas en el marco del posconflicto. Las “víctimas” son la parte más débil y afectada dentro de la guerra, resarcir a las víctimas está en el centro de la negociación. Para acercarnos al objeto de investigación, se tendrá en cuenta la visión de los Derechos Humanos que viene desarrollando el programa Derechos Humanos, Interculturalidad y Desarrollo en la Universidad Pablo Olavide. Como también, desde la visión de los diferentes actores políticos y sociales que han trabajado con diferentes comunidades de América Latina inmersas en el trabajo de reparación y reconstrucción del tejido social dentro del posconflicto. Con esto se evidencia la forma como se repara a las víctimas en el escenario del posconflicto, atendiendo las necesidades psicosociales individuales y colectivas que plantea el Acuerdo, y contrastada con el planteamiento de los actores políticos y sociales, logrando así que la reparación integral cumpla su fin de reincorporación de las víctimas a la sociedad para que sean partícipes de espacios comunes y políticos. En definitiva, se muestra el panorama actual de la ejecución del Acuerdo, especialmente las medidas orientadas a las víctimas sobre la reparación psicosocial. Esto se logró mediante el análisis de informes, relatos, documentos y entrevistas sobre el desarrollo del acuerdo, y también de testimonios reales de las propias víctimas. Esta investigación concluye en el señalamiento de los obstáculos, retos y beneficios que ha traído el Acuerdo final de Paz para la reparación integral de las víctimas, evidenciado criterios para el avance hacia el camino de la Paz.

The purpose of this paper is to analyze the design and strategies, along with the implementation of the final Peace Agreement between the Colombian Government and the FARC in 2016. Specifically on point 5, which was called "Agreement on the victims of the conflict". In order to meet the needs of comprehensive reparation to victims, in the post-conflict framework. The "victims" are the weakest and most affected party within the war, compensating the victims is at the center of the negotiation (Final Agreement for the Termination of the Conflict and the Construction of a Stable and Lasting Peace, 2016). To approach the object of research, I will take into account the vision of Human Rights that has been developing throughout the Human Rights, Interculturality and Development program at the Pablo Olavide University. With this approach I want to show the way in which the victims are repaired in the post-conflict scenario, under a perspective of individual and collective psychosocial needs as stated in the Agreement. In this way, comprehensive reparation fulfills its objective of reincorporating the victims into society so that they can participate in common and political spaces.I intend to show the current panorama of its implementation. Through the analysis of reports, stories, documents and interviews on the Development of the Final Agreement between the Colombian government and the FARC. The final objective of my research is to point out the obstacles and inadequacies of the Final Peace Agreement for the integral reparation of the victims and to propose some criteria that allow advancing towards the road to peace.
